A new way of contracting care homes was proposed, and a consultation exercise was carried out to gather the views of those affected by the change, as well as with wider stakeholders. This took the form of:
- A questionnaire – on the Big Conversation. The same one was sent to providers for distribution within the care homes (for residents and relatives) and also for completion by the providers themselves.
- A request that providers invite a representative from the Joint Commissioning & Performance Management Team to a residents/relatives meeting.
- Direct contact with residents who would be financially challenged by the changes of policy.
A representative from the joint Commissioning & Performance Management team attended 3 residents/relatives meetings. The Neighbourhood Teams made contact with 4 residents and/or their relatives to discuss the proposals.
34 questionnaires were returned.
- 50% respondents agreed with removing the existing arrangement on the understanding that it should help to increase the quality of the provision.
- Some people gave a very positive response to the proposals
- Concerns that were raised were about the quality of service in care homes, that providers should comply with CQC standards.
- There were mixed views from respondents with regards to the removal of restrictions for third party top-up for new residents.
The outcomes of the consultation were considered in the report that went before the Council to decide whether to implement the changes. For example following a negative response to the proposal to remove the restriction to third party top-ups, it was decided that this would not be taken forward.
Feedback was shared with the Executive Cabinet prior to being agreed and the Council ensured that any adverse financial impact that the changes may have had on some service-users would be mitigated.
