Council Tax Support Scheme Consultation

 

We Asked

We consulted on changes to the Council Tax Support Scheme for 2019/20, asking whether people agreed with the proposals and asking if they would like to feedback any comments. Two possible proposals were developed. Proposal A was to provide claimants who start work after receiving benefit with an extra 2 weeks Council Tax Support at the rate when they were receiving benefits. Proposal B would make sure that self-employed claimants will be calculated in the same way as other working age claimants.

An online survey was opened accessible via the council website. Paper copies of the questionnaire were available on request, and stakeholders and local voluntary organisations were contacted by letter to inform them of the consultation.

A total of 43 responses were received including one email submission. Over 80% said they strongly agreed or tended to agree with Proposal A. For Proposal B this proportion was 76%.  As for those who did not agree with the proposals, 14% said they strongly or tended to disagree with Proposals A, and this was 15% for Proposal B. Some additional comments were given, discussing suggestions for raising income through other council tax collections and issues around fairness in applying council tax charges and support.

We Did

The consultation results were considered and taken before Executive Cabinet in December 2018 where both proposals were approved. The changes will come into effect in April 2019.
