Developer Contributions
Supplementary Planning Document - Revoked
In 2006 the Council produced a Developer Contributions Supplementary Planning Document (SPD). The SPD introduced a tariff based system for collecting developer contributions to mitigate the impact of development proposals in conjunction with limited use of Section 106 Agreements. These charges were applied to all developments except for a stated list of exclusions listed within the SPD, with payment being due on commencement of development.
As a result of the Community Infrastructure Levy (CIL) Regulations introduced in 2010, from the 1 April 2015 limits were placed on the pooling of contributions. Contributions obtained through the SPD reached their pooling limits, therefore the SPD has ceased.
On the 8 April 2015 the Council revoked the Developer Contributions SPD in order to comply with the CIL Regulations.
Section 106 Agreements are now the method by which the council seeks financial contribution to mitigate the impact of development proposals.
