Houses in Multiple Occupation Supplementary Planning Document
The Houses in Multiple Occupation Supplementary Planning Document (HMO SPD) provides planning guidance on proposals for HMOs, supplementing relevant adopted local and national planning policies, including those within the National Planning Policy Framework (2024), Places for Everyone (2024) and the Tameside Unitary Development Plan (2004).
The HMO SPD sets out policy requirements to ensure that HMO developments contribute to sustainable and balanced neighbourhoods, protect residential character and amenity, and provide a high standard of living for residents of HMOs.
Public consultation on the draft HMO SPD commenced on 11th May 2026, for a period of 4 weeks, ending 8th June at 23:59. At the end of the consultation period, all comments were read, assessed and subsequent amendments made to the SPD, as set out within the Consultation and Adoption Statements below.
On 22nd April 2026, the Council’s Executive Cabinet approved authority to delegate the Director of Strategic growth to adopt the HMO SPD, subject to full consideration of the consultation responses received from the public consultation.
As a result, the SPD was approved by the Director of Strategic Growth and has now been formerly adopted by the Council as planning guidance with effect from 29th June 2026.
