If so, we would like to hear from you. The aim of this survey is to help us to get a better understanding of people's journeys through debt and debt advice in the borough, so that we can identify how services can be more proactive and intervene earlier in people’s debt journeys, and the barriers that people face in seeking debt advice.
This survey is commissioned by the Tameside Inequalities Reference Group, and explores people's experiences dealing with debt in Tameside. All answers to this survey are anonymous. This information will help local debt advice providers, including Citizens Advice Tameside and Tameside Council to improve our services.

Community Safety SurveyTameside CouncilOver the coming months, Tameside Council’s Community Safety team will be conducting engagement sessions across the borough of Tameside. The aim is to speak with residents who use the services of local community organisations, in order to seek your views on community safety issues in your area. The feedback received, will help deepen our understanding regarding the issues in each of the wards, help us to pinpoint hotspots and therefore work more strategically and to direct resources appropriately.

All information provided will be kept confidential, stored securely and will be used for statistical and research purposes only. We will not share any confidential information provided, with any third party organisations.
   
Tameside GP Practices SurveyHealthwatch TamesideHealthwatch Tameside is the consumer champion for health and care services.
 
There have been many changes at GP practices recently, including:
 
  • Use of online booking
  • New types of clinician including Advanced Nurse Practitioners, Paramedics, Associate Physicians, Clinical pharmacists, etc.
  • Use of Care Navigation - the person answering the phone signposts to the most suitable service
  • Setting up Primary Care Networks with shared resources
 
Healthwatch have been hearing about people’s experiences, and now want to collect more detail. What was good? What could be improved? Do the new ways of providing care work for you?

Tameside Health and Wellbeing Strategy and Locality PlanTameside Health and Wellbeing BoardThe Health and Wellbeing Board - a partnership of organisations including the local authority, NHS partners, and the Voluntary, Community, and Social Enterprise Sector - have set out a series of ambitions across the life course to improve the health of Tameside residents and reduce inequalities many communities in Tameside experience.

These ambitions are set out in the draft Health and Wellbeing Strategy and Locality Plan: 

We are inviting residents to provide their input on the health and wellbeing priorities for Tameside. We aim to seek your feedback on the existing priorities and find out what you think is missing.

Hyde MasterplanTameside CouncilConsultation has started so you can have their say on the draft vision and masterplan proposals being put forward to reinvigorate Hyde town centre.

The creation of a masterplan for Hyde is crucial to support the town’s future as it will enable TMBC to seek further funding sources to realise plans. It will present the driving vision for regenerating the town centre and the strategy and approach needed to help make it a reality.

Since September 2022, the consultant team have led a series of meetings and workshops with businesses, residents’ groups, students, and other stakeholders. The initial fact-finding survey received over 1,300 responses, and around 200 people attended in person events including the pop-up shop in the Clarendon Centre.

The valuable insight and feedback has been considered and has shaped the vision, development objectives and designs for key areas of the town centre.

In person sessions will take place at the Clarendon Shopping Centre in Hyde on Friday 30 June and Saturday 1 July 2023 and information will be on display at Hyde Market, Hyde Library and the Bangladeshi Welfare Association where residents can pick up a paper copy of the survey.

Cost of Living SurveyHealthwatch Tameside/Action Together

Action Together and Healthwatch Tameside are gathering information on the way that the cost-of-living crisis is impacting local people’s health and wellbeing, and we are asking for your help. We are already working hard to share the insight we hear. We hope that this research will help system partners understand the impact that the cost-of-living crisis is having on the health and wellbeing of our residents and support us to work better together to improve the situation people are finding themselves in.

Who is it for? 

Anyone who lives in Tameside. We are trying to use our relationships to get to all of our communities to make this a powerful piece of insight.

Why bother? 

Poverty is a lonely and isolating situation. We want to show that this isn’t affecting a few people, it is real, it is hard and it has a long term impact on how people are living their lives here. Without the data, we can’t fight for better support.

Homelessness - Private Rented Sector Offer (PRSO) PolicyTameside CouncilTameside Council is consulting members of the public, key stakeholders and homelessness partners on the above draft policy, which aims to increase the range of suitable accommodation that can be used to discharge the main housing duty. 
 
This draft policy would provide Tameside Council with the additional option of discharging the main homelessness duty towards a household by the offer of a suitable Private Rented Sector accommodation, in accordance with the Localism Act 2011.
 
Currently, Tameside Council can only discharge its duty to those in temporary accommodation by offering them a tenancy with a registered social landlord. This limits the number of available properties and results in many households and individuals remaining in temporary accommodation for extended periods of time.

It is anticipated that the introduction of this additional policy will result in a greater choice of appropriate properties for those people in temporary accommodation, and better opportunities for the Council to place households and individuals in more appropriate accommodation within a shorter timeframe.

Tameside Council Budget 2023-24Tameside Council.We understand that everyone is dealing with a very concerning rise in the cost of living. But the impact of rising inflation is also presenting the Council with significant financial challenges. We would like to hear your views on what our spending priorities should be and your thoughts on how we can save money to help us set our budget for 2023/24.
 
Prior to 1 July 2022, Tameside Council and NHS Tameside and Glossop Clinical Commissioning Group (CCG) together formed the Tameside and Glossop Strategic Commission.  On 1 July 2022, Integrated Care Boards (ICB) replaced CCGs.  For Tameside registered patients, responsibilities transferred to the Greater Manchester ICB, while commissioning responsibility for patients in Glossop transferred to Derby & Derbyshire ICB, resulting in an alignment of healthcare commissioning footprints to those of the Local Authority.  The Council continues to work closely with the ICB, but for the purpose of this consultation, the focus is on Council budgets only.

Bee Network Walking and Cycling Schemes at:Tameside Council.Tameside residents are invited to have their say on plans to improve walking and cycling routes as part of the Greater Manchester Bee Network.

A consultation is underway on three schemes – Stamford Drive to Granville Street (Stalybridge and Ashton), Clarendon Road (Audenshaw) and Rayner Lane (Droylsden and Audenshaw).

The proposed schemes have been designed to improve walking and cycling connections to give people more opportunities to choose active travel for their day-to-day journeys.  Walking and cycling are not only better for both physical and mental health, helping people keep fit and active, they are also better for the environment by reducing congestion and improving air quality, and can help people save money when travelling, especially during the cost-of-living crisis.

The consultation has been launched to give residents an opportunity to help improve the schemes and their neighbourhood.

Greater Manchester Age Friendly StrategyGreater Manchester Combined AuthorityThe GM Ageing Hub will be refreshing the Greater Manchester Age-friendly Strategy in 2023. 

They are proposing structuring the strategy around four core themes:

Work and Money: Increasing access to reskilling, employment support and age-friendly employers; engaging older people in the discovery and innovation of digital technology; increased awareness of benefit entitlements and ensuring financial security in retirement

Places: Build and scale
approaches to Ageing in Place; create age-friendly homes and transport; regeneration of high streets and town centres, the night-time economy and creative and cultural opportunities

Ageing Well: Increasing access to preventative services and mental health support; continue to embed delivery of active ageing; Falls Collaborative and other recommendations of the Falls Prevention report.

Working Together: Grow the Greater Manchester ageing eco-system with new partnerships & distributed leadership, and raise the voices and diverse experiences of people in mid- and later life.

Major Conditions StrategyDepartment of Health and Social CareThe DHSC are seeking your views and ideas on how to prevent, diagnose, treat and manage the 6 major groups of health conditions that most affect the population in England.

These are: cancers; cardiovascular disease, including stroke and diabetes; chronic respiratory diseases; dementia; mental ill health; mental ill health; and musculoskeletal disorders.

Help to Save ReformHM TreasuryThe Help to Save scheme offers working people on low incomes in receipt of certain benefits 4-year savings accounts with a 50% government bonus where they can save a maximum of £50 a month.  At Spring Budget the government announced that the Help to Save scheme (originally due to close to new accounts in September 2023) will be extended by 18-months, on its current terms, until April 2025 and that it would consult on reforms to the scheme. This consultation paper will be seeking views from stakeholders on how the scheme could be reformed and simplified to ensure it: has longevity as a key savings product for working people on low incomes; encourages take-up in the target group; and provides the best value for taxpayers.

Renting in Greater ManchesterGreater Manchester Combined AuthorityGreater Manchester Combined Authority (GMCA) are working with DJS Research, an independent research agency, to carry out a survey with residents to understand their experiences of renting a home in the private sector.

This means - tenants who rent from a private landlord, such as a private individual, either directly or through a letting agent, or via a private company such as your employer or provider of student accommodation (rather than the council or a housing association). The findings from the survey will be used by GMCA and the ten local authorities to develop policies to improve standards in the private rented sector.

Towards an Integrated Technical Education, Skills, and Work City-Region: Starting the ConversationGreater Manchester Combined AuthorityGreater Manchester is proposing two equal pathways for young people when they make their GCSE choices – one academic and one focussed on technical, offering a clear pathway into good work.

As part of the Trailblazer Devolution Deal, Greater Manchester will have further oversight of post-16 technical skills, allowing local leaders to work with government in new ways to better shape how the city-region supports the many young people in GM who want to take a technical pathway rather than an academic one and match them into the skilled jobs being created in the local economy.

As part of this, the Mayor has proposed the idea of a Greater Manchester Baccalaureate (MBacc) for technical education, which would sit alongside the existing English Baccalaureate (EBacc) for those wanting to pursue a university education.

This consultation is aimed at local partners, schools and businesses and aims to gather feedback on the plans and subjects being proposed within the development of the MBacc.

LGBTQ+ Groups Engagement SurveyLGBT FoundationLGBT Foundation is proud to be the management organisation for the Greater Manchester LGBTQ+ Equality Panel. As part of this work, they are working with the Greater Manchester Combined Authority (GMCA) to set up an LGBTQ+ organisations engagement group to better understand the needs of LGBTQ+ communities.

The Equality Panel is made up of individuals who use their lived experiences to help influence policy making in Greater Manchester. While this is a vital role, they recognise that there are also many LGBTQ+ groups who can bring community-led expertise to these conversations as well. This helps make sure that LGBTQ+ needs are being met by the GMCA.

With that goal in mind, they would like to invite you to respond to this initial survey to help them set up this group.

Police Funding 2023/24Greater Manchester PoliceA consultation has been launched on the funding for Greater Manchester Police (GMP) in 2023/24.

Funding for the police comes both directly from a central Government grant (74%) and from the police precept (26%).

It is proposed that the police precept will be raised by £1.25 per month for the average Band D property and 83p per month for the average Band A property.

Greater Manchester Information Strategy – Delivery Plan

Greater Manchester Combined Authority

Information is part of everyone's lives - it affects the choices we make, the actions we
take, and the opportunities we seize. But to make the right choices, take the right
actions, and seize the best opportunities, we need to trust information. We need to
trust how it is managed, when and why it is shared, and what it is used for.
 
That is why, in January 2022, the first ever Greater Manchester Information Strategy was launched. The vision is:
“We will create a better information ecosystem that realises the full potential of
information; manages, shares, and uses information responsibly; helps to tackle our
most serious challenges; and supports Greater Manchester’s wider ambitions.”
 
Now we need to turn that vision into reality.
 
GMCA are developing a delivery plan for Greater Manchester. This will set out what
Greater Manchester needs to do to achieve this vision and Missions within the Strategy.
This consultation aims to gather the views of GM’s people, communities, and businesses on what actions need to be taken to create a better information ecosystem. What does GM need to do to fix the foundations of our information ecosystem, and seize the opportunities to use information better, to improve lives and encourage growth?
 
Why your views matter
It is important that the Information Strategy Delivery Plan is based on the views of the
people, communities, and businesses of Greater Manchester.
Trust is a central pillar of a good information ecosystem. It is also the central pillar of a good delivery plan.
 
In the spirit of gaining and maintaining trust, we want to understand what people,
communities, and business think should be done in Greater Manchester, to improve the management, sharing, and use of information. Whether your views are on trust, ethics and responsibility, information security and management, personal rights, transparency and open data, governance, skills, or anything associated with information sharing, management, and use - we want to hear from you.
 
We request that you do not provide personal information in your consultation
responses. There are some questions we ask around diversity and inclusion, to ensure we are engaging with a diverse range of people and communities across Greater Manchester. These questions are entirely voluntary - you do not need to answer them for the consultation to be submitted. We only ask that you identify you are over 13 years old - we will delete any responses from those 13 and under.

Consultation on the Consumer StandardsRegulator of Social HousingThe Regulator of Social Housing (RSH) has launched a consultation on a new set of standards for all social landlords, designed to protect tenants and improve the service they receive.
 
Social landlords (including councils and housing associations) already need to comply with standards set by RSH, and take action if they fail to do so.
 
The proposed standards will:
 
  • Protect tenants by strengthening the safety requirements that all social landlords need to meet
  • Require landlords to know more about the condition of their tenants’ homes and the individual needs of the people living in them
  • Make sure landlords listen to tenants’ complaints and respond quickly when they need to put things right
  • Require landlords to be open and accountable to their tenants, and treat them with fairness and respect.

The Regulator of Social Housing published its first set of equality objectives in July 2020, following a consultation. Those objectives focussed on the point at which it interacts with tenants and the public; how it communicates; and its organisational culture.

Community safety partnerships review and anti-social behaviour powersHome OfficeOn 27 March 2023 the government launched the Anti-social behaviour Action Plan which focuses on making communities safer and sets out the government response to tackle antisocial behaviour robustly. Introducing further advertising restrictions on TV and online for products high in fat, salt or sugar: secondary legislationDepartment for Digital, Culture, Media, and SportIn response to previous consultations (an initial consultation in 2019 and a second consultation in 2020), government published a formal consultation response on advertising restrictions for high in fat, salt or sugar (HFSS) products.

This response announced the UK wide policy will:

-  introduce simultaneously a 9pm TV watershed for HFSS products and a restriction of paid-for HFSS advertising online
-  include all on-demand programme services (ODPS) under the jurisdiction of the UK, and therefore regulated by Ofcom, in the TV watershed for HFSS advertising
-  include non-UK regulated ODPS in the restriction of paid-for HFSS advertising online because they are outside UK jurisdiction

As outlined in the consultation response, certain elements of the policy will be taken forward in secondary legislation. These regulations will be made under new powers in the Communications Act 2003, which was amended by the Health and Care Act 2022.

Government is now seeking feedback on our draft regulations from those with an interest in these regulations and who will have to comply with them. The aim of this consultation is to gather views on the specific text in the regulations to ensure these are fit for purpose.

Charities: Use of Social MediaCharity CommissionThe Charity Commission are consulting on draft guidance for charities on their use of social media.
Their casework suggests that some trustees have limited oversight of their charities’ use of social media compared to other aspects of their communication and engagement strategy. This might be due to a lack of confidence or understanding, or because uptake of social media has developed through staff or volunteers.
It is important that there is an appropriate shared understanding of the charity’s use of social media and the particular risks it can bring.
The aim of this guidance is to help trustees improve this understanding, and to encourage charities to adopt a policy on social media as a way to set their charity’s approach.
The Commission would like feedback during the consultation period on how the guidance currently stands and how it can be improved.
The guidance is relevant to charities in England and Wales, whether or not they are registered with the Charity Commission for England and Wales.

Introducing Regulations for Supported Accommodation ProvisionDepartment for EducationThe number of children currently in unregulated settings has increased from 2,900 in 2009 to 6,050 in 2021.
The Department for Education want to ensure these placements are good quality and that young people get the support they need in these settings as they develop their independence in preparation for adult life and leaving the care system.
This consultation invites views on:
  • new mandatory quality standards for providers of supported accommodation
  • the new administrative requirements on providers
  • how Ofsted registration, inspection and enforcement will work in practice to 
  • ensure provider accountability

Hewitt Review: Governance of Integrated Care SystemsDepartment of Health and Social Care

The Secretary of State for Health and Social Care has appointed the Rt Hon Patricia Hewitt to consider the oversight and governance of integrated care systems (ICSs). The review will consider how the oversight and governance of ICSs can best enable them to succeed, balancing greater autonomy and robust accountability. It will have a particular focus on real time data shared digitally with the Department of Health and Social Care, and on the availability and use of data across the health and care system for transparency and improvement.

The Department of Health and Social Care are therefore launching a call for evidence to gather views from across the health and social care system, as well as from patients, the public, and the wider voluntary sector.

Implementing the Nationality and Borders Act 2022: Amendments to Tribunal FeesMinistry of JusticeThe implementation of the Nationality and Borders Act 2022 will introduce new forms of appeal routes in the Immigration and Asylum Chambers of the First-tier and Upper Tribunal.
To support these new changes, this consultation proposes making 2 minor reforms to the tribunal fees structure that operates in the IAC. These changes are to:
  • introduce a fee exemption for the accelerated detained appeals (ADA) process; and
  • introduce identical appeal fees in the Upper Tribunal as in the First-tier Tribunal, so that the same fee is payable by those who have an expedited appeal in the Upper Tribunal
The consultation also considers what fees should be payable for age assessment appeals. It proposes that the fees that are currently payable for immigration and asylum matters in the First-tier Tribunal should also apply to this new appeal type.
