Ashton Mayoral Development Zone (AMDZ)


Ashton Mayoral Development Zone focuses on three principal sites that sit in the Eastern Growth Cluster - one of six growth locations across Greater Manchester.

  • Ashton Moss,
  • St Petersfield, and
  • Ashton town centre.


The Mayoral Development Zone will allow us to maximise on the opportunities for joint working, building on the investment already underway by bringing together the three key destinations plans with the support of the Greater Manchester Combined Authority to establish a strategic framework and strategy.

A governing board and structure have been created in collaboration with GMCA which will collectively align public sector funding for projects to help realise the potential for the area and oversee the plan.

A business case is being formed with a strategy designed to help move projects forward, linking together work already being funded by GMCA and Homes England in relation to employment, residential and other commercial uses.

The Mayoral Development Zone will also consider the impacts and benefits of the development in the area and Tameside as a whole.

There are specific links to work already underway in respect of town centre regeneration, business supply chains, cluster networks and links between research and business which support Tameside’s Inclusive Growth Strategy 2021-26.

St Petersfield

St. Petersfield has delivered modern, high quality office space within an urban business quarter and established Ashton Old Baths as a hub for digital and creative businesses.

The St Petersfield masterplan builds on the strengths of the area, which includes its proximity to the motorway and its position as the most digitally connected area in Greater Manchester.

This makes St Petersfield an attractive investment opportunity with a focus on innovation in the digital, media, creative and tech sector.

Ashton town centre

Following a successful £20m Levelling Up Fund bid, plans are underway for work on Ashton’s Market Square, the former interchange site, as well as walking, cycling and public realm improvements and the start of restoration works on Ashton Town Hall. Completing this work will unlock the potential of Ashton town centre.

The council is also exploring the possibility of redeveloping the Arcades and Ladysmith shopping centres, as part of a wider plan to regenerate Ashton town centre.

Ashton Moss

Plans are in development that could see Ashton Moss transform into an Innovation Park and the draft Ashton Moss Development Framework was approved by Tameside Council’s Executive Cabinet in January 2024.

The Ashton Moss Development Framework explores the detailed design to unlock two areas of land close to the M60 with the potential to create a large employment site for the manufacturing and engineering sectors that could deliver significant economic, social, environmental and infrastructure benefits for Tameside.

As an investment, planning, and economic tool the framework is designed to guide and help drive forward development on the site, identifying scenarios available to potential occupiers, investors, and developers. It will then set out a comprehensive approach and vision for the regeneration of the Ashton Moss area following research and further scoping of the plans.

The proposed development brings a fantastic opportunity to create new jobs for residents and attract a skilled and talented workforce. It also has the potential to bring new and innovative businesses in advanced manufacturing to boost to the local economy, building on the borough’s heritage and strengths in the manufacturing industry.

Governance

The AMDZ board consists of representatives from both the public and private sector alongside the Leader of Tameside Council, Councillor Gerald Cooney, and Greater Manchester Mayor Andy Burnham.
