Active Tameside ConsultationTameside CouncilActive Tameside is a charitable trust that manages leisure services of behalf of Tameside Council. Like many local authorities, Tameside Council is having to make cost effective decisions in light of the challenging economic climate brought on in part by the Covid-19 pandemic.
Active Tameside was required to make efficiency savings alongside other Council services so that the Council can produce a balanced budget for 2021/22 and future years. A Sport and Leisure Review has been undertaken across leisure estate which proposes initial cost-saving measures aimed at achieving financial sustainability. Some cost-saving measures were proposed in partnership with Active Tameside: to withdraw services from Adventure Longdendale, Active Oxford Park and the Etherow Centre.
This consultation aimed to find out views on Active Tameside facilities and sought views on how these proposals might affect local people and how we could continue to deliver health and wellbeing services to the local population.

Tameside Community Cohesion QuestionnaireTameside CouncilA cohesive community is a diverse society where people from all backgrounds feel that they belong and are valued, enjoy similar life opportunities, and interact with other groups. A cohesive community is one that has moved beyond an “us” and “them” narrative to one where there is trust and interaction between different groups.

Tameside Council would like to hear about your thoughts and experiences of community cohesion in the borough.  This will help us to better understand the topic in Tameside.

Adult Social Care Non-Residential Charging Policy ConsultationTameside CouncilTameside Council is seeking views on proposed changes to the Council’s Adult Social Care Non-Residential Charging Policy. This consultation is open to all but we are particularly interested to hear the views of residents who receive adult social care and support services.
 
The consultation sets out the key changes proposed to the way the Council charge for care and support services, such as care received at home or Shared Lives scheme and support to manage finances provided by the Council.
 
We would like to hear your views on proposals that relate to:
  • The Minimum Income Guarantee (MIG)
  • The elements of Disability Living Allowance (DLA)/ Personal Independence Payment (PIP) care component that may be disregarded and;
The introduction of an arrangement fee and an annual fee for setting up care for self-funders.

Stamford Drive & Currier Lane Active Neighbourhood Trials QuestionnaireTameside CouncilActing on advice from central government, Tameside Council rolled out a series of schemes to ensure that people feel safe enough to walk and cycle whilst socially distancing. Creating quieter residential streets and making neighbourhoods nicer, healthier and safer places to live, travel and play was also a key part of this work.  This saw the delivery of two Active Neighbourhood trial schemes, on Stamford Drive in Stalybridge and Currier Lane in Ashton-under-Lyne.

The two trial schemes  have been operational on an experimental basis since September 2020. Tameside Council are now gathering comments to determine the future of the scheme(s) and want to hear your views and thoughts.

Digital Skills SurveyTameside CouncilTameside Council want to understand the level of digital skills and access in Tameside. This means finding out who can access the internet and how confident they are using computers or digital devices, such as tablets or smartphones.

Waste Policy ConsultationTameside CouncilTameside Council are consulting with residents on proposed amendments to our Waste Policy, which highlights the responsibilities of ourselves and the public in regards to waste collection and recycling across the borough.

Foster Care Offer ConsultationTameside CouncilTameside Council is proposing a new Foster Care Offer. The main aim of this is to support and retain existing foster carers and attract more foster carers so that Tameside can build its proportion of in-house local placements for cared for children.
Following a review of the offer in 2020, it found possible improvements that could be made to help Tameside’s ambition to deliver a good fostering offer, including bringing fees in line with competitive rates, improving the level of support to foster carers and improving the training and development model.

Self-Isolation SurveyTameside CouncilTameside Council are conducting a survey to better understand the barriers and challenges that people may face when asked to self-isolate due to coronavirus. Self-isolation is when you do not leave your home because you have or might have coronavirus (COVID-19). You are typically asked to self-isolate for at least 10 days. This helps stop the virus spreading to other people. The reasons people are asked to self-isolate are because they have tested positive for coronavirus and been asked to self-isolate, a member of your household has tested positive for coronavirus, or you have been identified by the NHS Track and Trace as a contact of someone who tested positive. A better understanding of the barriers and challenges people face to self-isolation can help us to better support local people to self-isolate.

Daytime Services ConsultationTameside CouncilOver the last twelve months, Tameside Council has reviewed its provision of daytime activities across Adults Social Care. This work has produced a high level strategy which aims to provide a clear set of principles and actions to support the continued development of daytime opportunities in the borough.  The Council conducted a consultation to hear the views of service users and members of the public on the draft strategy.

Customer Services Review ConsultationTameside CouncilTameside Council is seeking views on proposed changes to its face-to-face Customer Services. The way that customers access services has changed over recent years, due to changes in technological advancements and increasing access as well as the Covid-19 pandemic.  Since March 2020, due to the Covid-19 pandemic no face-to-face Customer Service function has been offered. Residents wishing to contact the Council have had to make contact via other channels, including telephone, email or Webchat via the Council website.
 
These circumstances of accelerated change combined with decreasing budgets have presented an opportunity to review the way we deliver services. Changes to the way that face-to-face Customer Service is provided are being proposed. The proposed service model for the future would be based on providing the most appropriate access channel according to customers’ requirements. It would be very similar to the current offer but with the addition of face-to-face contact where necessary and only for those where other channels would not be suitable.  The Council is seeking your views on these proposals.

NHS 111 Survey for the GM areaHealthwatch Tameside (on behalf of Healthwatch England)Healthwatch England want to expand on the data collected, and have produced a survey for the local Healthwatch in Greater Manchester to use.
 
Please help them to collect feedback about the use of NHS 111 across the whole of Greater Manchester. This will help to influence the way services are provided in the future.

They have an open mind about further suggestions from local people to change and improve these recommendations. They will consider all the submissions we receive whoever they are from and whether your evidence applies to the whole of Tameside or just a part of the area.
 
By following the link,  you can see the proposals for new ward boundaries. You can compare the proposals (in red) to the existing boundaries (in blue) and search across the whole of Tameside, even down to street level. You can also click on any ward to find out how many voters are included in it and how many councillors we propose should represent it.

Women and Girls – Feeling Safe in Stamford ParkAction Together

As part of the government’s Safer Streets grant, funding is available to Local Authorities to apply for money to provide interventions to improve the safety of public spaces for all, with a particular focus on areas of potential concern to women and girls. 

The main part of this work will concentrate on Stamford Park in Ashton.

The survey should only take 2 – 4 minutes and we would appreciate you sharing with contacts, family and friends who access the park or have an opinion on woman and girls safety.

Portage Service ConsultationTameside CouncilThe Portage Service is part of the Early Years Offer in Tameside. The Portage Team have links with the Children with Disabilities Team (CWD)

Portage offers tailored sessions which are designed to help children from 0-5 years who have additional needs to develop through play with support from various services and their parents/carers. Families are visited on a regular basis, weekly, fortnightly or monthly usually at home by a Portage worker.
 
The portage offer has remained successful throughout this period with positive feedback from families, therefore we would like to maintain elements of this offer moving forward. The proposed offer will include virtual support, take place more predominantly through inclusive groups within our children’s centres, meaning more families will be able to access the offer and receive support. The service would like to hear your views on the proposal to continue this way of delivering the Portage Service, how we progress this and continue to meet varying needs

Infant Feeding Peer Support Service Engagement 2021Tameside CouncilTameside Council is tendering its Breastfeeding Peer Support Service, before this take place, we would value the input for local families to help shape the retendered Service. The Tameside Breastfeeding Peer Support Service is a 7-day service, which supports parents in Tameside in breastfeeding their babies, offering support such as antenatal classes, postnatal support either at maternity wards, at home or by telephone, and information for new parents.

The Tameside Breastfeeding Peer Support Service contract is due to end next year. We are planning to recommission the service and therefore asking for your views to help us design what the new service will look like. Your thoughts on the current service and how you have used this previously will help us to ensure we continue to support those who use the service in the most effective way.

Homelessness Contract ConsultationTameside CouncilTameside Council has a statutory duty to provide services to people who are homeless or threatened with homelessness. The homelessness service is provided under contract by Tameside Housing Advice. The Council also commissions a number of other services that contribute towards the prevention of homelessness and enable the Council to meet its statutory duties. This includes the commission of supported accommodation for people with a range of needs and floating support services that work to both make sure a person can stay in their home or help people access suitable housing. The Council also runs the Rough Sleeper service which works to provide accommodation and support to ensure that no-one has to sleep rough in the Borough.
 
These contracts are due to expire and the Council is planning to recommission services that will continue to offer a range of accommodation and support services that will also ensure service users are given every opportunity to build life skills to move on to managing their own tenancy, have increased independence  and regain a positive place in the community. Overall the Council want to make sure that we focus on the right things in Tameside and we want to hear your view.

Spiritual Care Strategy SurveyTameside & Glossop Chaplaincy ServiceThe Tameside and Glossop Chaplaincy service provides a service to all patients who are admitted into Hospital. Currently, the multi-faith chaplaincy team offers religious and spiritual care to people of faith and none.
The changing nature of communities in England means that chaplains respond to calls of increasing complexity. The diversity of religions and cultures within the population has grown. Chaplaincy provides highly skilled and compassionate spiritual support for patients, carers and staff facing situations which are at times harrowing and stressful.
As the Trust moves towards an Integrated Care model they recognise that the chaplaincy has to reflect this change.
To help them to achieve this and develop their future strategic priorities they are seeking your views that will best serve the needs of service users and align with the Trust objectives and values.

Health Improvement Service ConsultationTameside CouncilThe Health Improvement contract is due to end next year. We are planning to recommission services to replace Be Well, and want to make sure that we focus on the right things for Tameside. In November 2020, the Health Improvement Service was one of a number of services identified by the council’s spending review for savings.

Godley Green Garden Village ProposalTameside CouncilThe initial consultation period for the Godley Green Garden Village Proposal will feature the concept masterplan for the site including proposals for investment in high-quality home, jobs, green space, services and facilities.
 
The council wants the project to be led by people rather than developers, and residents are being asked for their views so they can help to shape the proposals. A dedicated website https://www.godleygreen.com/ has been launched as a one-stop shop offering all the latest news and information, answers to frequently-asked questions, and a chance to give feedback on the masterplan and see what is being considered and how things will progress.
 
Because of Covid restrictions the engagement will begin with virtual engagement events followed by open meetings when conditions allow. An initial two public online engagement sessions took place on Thursday February 25 (2.00-3.30pm and 6.00-7.30pm).
 
A further two virtual engagement sessions have now been arranged which will build on the information from the initial sessions. These will take place on Wednesday, 24 March 2pm-3:30pm and Thursday, 25 March 6pm-7:30pm. Please register via https://www.godleygreen.com/get-involved
 
Comments and feedback can also be submitted via the feedback section of the website. The formal pre-application stage of consultation closes on 6 April.

Creating “Pop-Up” Cycle Lanes to Support Safe Walking and Cycling - A635Tameside CouncilActing on advice from central government, we are creating ‘pop-up’ cycle lanes to help people travel safely and provide an alternative to travelling by car and public transport.
 
One phase of the temporary works will see the introduction of a combination of measures running from the Snipe Retail Park along A635, Manchester Road to the Manchester boundary as shown on the plans. You can view the full plans here.
 
The Council is keen to obtain your views on Phase 2 of the scheme - the “pop-up” cycle lane.

Funding has been agreed with NHS England to develop our awareness of the public’s understanding of services and how they choose to access care. As part of this work Greater Manchester Health and Social Care Partnership has worked with GMCVO to create a survey to explore these issues in more detail to and provide insight from local communities. 
 
Any findings from the survey will be used to help health and care professionals in Greater Manchester better understand why people access the NHS services in the way that they do and what communications might help to support people to make the best choices to get the help they need.

The purpose of the LGBTQ+ Advisory Panel is to benefit LGBTQ+ people across the ten boroughs of Greater Manchester by:
  1. Championing LGBTQ+ inclusion and strengthening our voices to influence policy;
  2. Advising the Mayor and other relevant bodies on the experiences, challenges and opportunities faced by our diverse communities;
  3. Supporting the GMCA and its partner organisations to develop effective solutions for tackling inequality and discrimination affecting LGBTQ+ people.

Greater Manchester Police & Crime Plan Refresh 2021GMCAThis consultation seeks views on the refreshed plan for police, community safety, criminal justice services and citizens in Greater Manchester.
Up to now the Mayor has been working the our ten community safety partnerships, Greater Manchester Police, young people, businesses, communities, health organisations and VCSE organisations to refresh the Plan.

Destination: Bee Network ConversationTfGMThe Bee Network is a vision for an integrated transport system which will join together buses, trams, cycling and walking by 2024, with rail incorporated by 2030, to transform how people travel in Greater Manchester.  
Through Destination: Bee Network, Transport for Greater Manchester will be talking to you the people of Greater Manchester, to ask your opinions, show you the direction in which we are heading and help build the network based on your wants and needs.
 
By getting involved in the Destination: Bee Network Conversation, you can help bring the vision to life based on what's most important to you. Topics include what you'd expect the Bee Network values and standards to be, how safe you feel travelling on the network, the GM bus of the future, and whether you'd like to see dogs and bikes on trams.

Greater Manchester Clean Air Plan - A575/A580 at Worsley and motorhomes/campervansGMCAGreater Manchester must take action to improve air quality, now and for future generations. Pollution from road traffic is linked to a wide range of serious illnesses and conditions. It contributes to the equivalent of around 1,200 deaths a year in GM alone.
Following an eight-week statutory consultation on the GM CAP proposals in 2020, the 10 GM local authorities have finalised their plan, with funding for non-compliant vehicles to upgrade available for residents and businesses in GM to apply for from November 2021 and a ‘Category C’ GM-wide Clean Air Zone anticipated to launch on 30 May 2022. Whilst the final plan has been agreed, there are two issues that were raised in the feedback to the original consultation that now require a further consultation:
  • Including M1/ M1 Special Purpose vehicles with a body type of ‘motorcaravan’ within the charging scheme
  • Including the sections of the A575 and A580 at Worsley within the GM Clean Air Zone

The plan sets out a strategic policy framework for the nine boroughs and helps these areas to meet their local housing and employment needs by identifying land and infrastructure to support growth.
 
This plan is even more important than ever right now. Covid-19 has had a major impact on the way people live and work over the shorter term with a high degree of uncertainty over its impact in the long term.
 
Local people are the driving force behind the area's success. It's important that you have your say on the future of the place you call home, and help shape its transition into a world-leading city region.

Engaging women who may be sex working in Greater ManchesterMASH (Manchester Action on Street Health)MASH (Manchester Action on Street Health) is a charity that provides free and confidential support for women who are sex working in Greater Manchester. At MASH we have been empowering women and changing lives for 30 years. As part of the research, MASH would like to obtain the views and lived experiences of women who are or may be sex working in Greater Manchester. They are conducting this via a short, easy self-completion survey (available in paper an online format) and also by undertaking some face-to-face work (group discussions and individual or paired interviews) via MASH and other stakeholder organisations. It will help build a picture of support across Greater Manchester for women who are sex working. All your comments are confidential. The privacy statement at the end gives more information about this.

Gender-based violence strategy consultationGMCAGreater Manchester is home to over 1.4 million women and girls and we continue to lead the way in striving for gender equality. However, there are a number of issues that disproportionately affect women and girls. Gender-based violence is one of the most pervasive violations of human rights in the world, with far reaching consequences for communities and society, as well as individuals and their families.
 
GMCA are developing a gender-based violence strategy which contains a series of commitments to end gender-based violence, and they would like to hear your views on it. So far a range of people have been engaged to develop it, including police, offender services, health, education and safeguarding experts. More importantly they have spoken to women with personal experience of abuse. Now they would like to understand your views on how we can – together – deliver a strategy that will significantly reduce the risks and harms caused as a result of gender-based violence.

Attitudes towards the Covid-19 vaccinationHealthwatch DerbyshireHealthwatch Derbyshire wants to hear from local people about why they may be hesitant about having the Covid-19 vaccination. We want to hear the concerns people have about having the vaccine. We also want to know if there are any difficulties booking or getting to the appointment, to have the injection.
 
All responses will be treated confidentially and will be shared anonymously with Derbyshire Public Health Services and the NHS Derby and Derbyshire Clinical Commissioning Group, which is coordinating the county’s vaccination programme.

This will help these organisations to remove any practical barriers preventing people from having the vaccine and help to identify where there might be a need for public information.

North West Macmillan survey
Macmillan Engagement Team
As part of Macmillan’s ongoing work in the North West to gather insight from people living with cancer, the Macmillan Engagement Team are interested to hear about the experience of people who have accessed cancer services over the last year. 
Macmillan have begun to see how health services are adapting to offer appointments differently. In addition, people have told the organisation that in some instances there has been disruption to services with appointments being cancelled or rearranged.
To help Macmillan to understand people’s lived experience of cancer appointments over the last year they’re inviting people to complete a survey.

How can we tackle inequality in Greater Manchester?GMCAThe Greater Manchester Independent Inequalities Commission was set up in October 2020 to explore the causes of inequality and offer solutions to tackle these issues. Now, the Commission wants to hear from people who have an interest in making Greater Manchester more equal, particularly those with experience of intersecting inequalities based on their gender, race, class, disability, age, sexuality, migration status, or those working with marginalised groups.
The Commission is looking for practical solutions and concrete actions that can be taken to build a more equal Greater Manchester and to mitigate the unequal impacts of the Covid-19 pandemic.

Doing Buses Differently: The impact of Covid-19 on our proposals for the future of your busesGMCAGreater Manchester has an ambition for a truly integrated public transport system, Our Network, to make getting around the city-region easy, accessible and affordable.  Franchising means bus services would be brought under local control. Greater Manchester Combined Authority (GMCA) would coordinate and invest in the bus network, while the bus operators would be contracted to run the services.  
Between October 2019 and January 2020, GMCA held a consultation on a proposed franchising scheme for the city-region’s buses. In June, GMCA received the results of the consultation and decided, before a final decision could be made that the impact of Covid-19 on the bus market and proposed franchising scheme should be considered.
Covid-19 has caused a lot of uncertainty over how people will travel in future. So, TFGM has used four scenarios in a report which looks at potential future travel demand in Greater Manchester and what it could mean for GMCA’s proposals to change how buses are run. Anyone can take part in the consultation. You do not have to live in Greater Manchester or be a regular bus user to have your say.

Police Funding 2021/22GMCAFunding for the police comes both directly from a central Government grant and also from the police precept. About 25 percent of the funding for GMP comes from the police precept, one of the lowest proportions in the country.  This means that here in Greater Manchester we are heavily reliant on Government funding to protect the police on our streets who help keep our communities safe. However this funding has decreased between 2011-19.
The 2021/22 provisional settlement for Police was received from the Government on 17th December 2020. This included an increase in the Police Core Grant of 5% to continue to recruit additional officers. The Government has given Police and Crime Commissioners (PCC) the ability to raise the police element of council tax (the precept) by up to £1.25 a month (£15 a year for an average Band D property and £11.66 a year for an average Band B property) which is what is being proposed in this consultation.

Young People Crime SurveysGreater Manchester Violence Reduction UnitThe GM Violence Reduction Unit is working with an agency called Hitch Marketing to develop a campaign to help young people achieve their aspirations in life and provide support to prevent them from getting involved in violent crime. The campaign will be positive and will be developed with input from young people. It will also offer support to parents and carers to help young people get on well in life. We have already carried out focus groups with some young people, including offenders and victims of violent crime. Now we want to hear from a wider cohort of young people aged 10-17 from across Greater Manchester, along with parents and carers.
As part of this, we have launched two surveys – one aimed at young people and one aimed at parents/carers. The surveys will help us to find out what it’s like to be a young person, what support they would like, and how we can help parents and carers.

UK Disability SurveyCabinet OfficeThe Disability Unit at the Cabinet Office is developing a National Strategy for Disabled People. Publication is planned for Spring 2021.
 
To help the government with understanding the barriers that disabled people face and what it may need to focus upon to improve the lives of disabled people, we need to hear about your views and know more about your experiences.
This survey will ask about your life experiences either as a disabled person, a carer or parent or as someone who has an interest in disability issues.
 
Many people have had big changes in their lives as a result of the COVID-19 pandemic and there will be an opportunity at the end of the survey to state if your life has changed notably due to COVID-19, and in what ways. However, please answer other questions thinking about yourself, your own experiences and your current situation.
The survey will be open until 23 April 2021. Responses received before 28 February 2021 will inform the development of the National Strategy, while those received after this date used to inform its delivery.

Right to Regenerate: reform of the Right to ContestMinistry of Housing, Communities and Local GovernmentThis consultation is to help to shape a reform of the Right to Contest, in order to encourage the right to be utilised more effectively and more widely to stimulate regeneration and the more productive use of land.
Strand 2 of the Community Right to Contest allows members of the public to request that the government directs the disposal of unused or underused land, including vacant homes and garages, owned by public bodies. This right is little-known and little-used, with only one direction to dispose issued since 2014.
The aim of this consultation is to strengthen the right and make it simpler to use as the new ‘Right to Regenerate’.
This will provide a quicker and easier route for individuals, businesses and organisations to identify, purchase and redevelop underused or empty land in their area. In turn, the strengthened right will support greater regeneration of brownfield land, boost housing supply and empower people to turn blights and empty spaces in their areas into more beautiful developments.

Violence Against Women and Girls (VAWG) Call for EvidenceHome OfficeThe Home Office is seeking your views to help inform the development of the government’s next Tackling Violence Against Women and Girls Strategy. Clinical Review of Standards ConsultationNHS EnglandThe NHS National Medical Director was asked in June 2018 to review access standards to ensure that they measure what matters most both to patients and clinically.
The recommendations from the clinically-led review of NHS access standards for urgent and emergency care are set out in the Transformation of urgent and emergency care: models of care and measurement report. These proposals are supported by key clinical groups including the Royal College of Emergency Medicine, patient groups and hospital leaders. NHS England and NHS Improvement are now consulting on the approach recommended and on the refinement of individual measures.
NHS England are seeking views on the recommendations made within the report from anyone with an interest including patients, their representatives, members of the public and NHS staff and organisations. This will provide valuable further insight and evidence to inform final recommendations, implementation and operational guidance.
