Community Safety Team

The role of the Community Safety Team within Tameside MBC is in the co-ordination and delivery of all aspects of community safety to ensure that the Council fulfils its statutory duties and responds effectively to the needs and concerns of the public.

The team plan and implement crime and disorder initiatives, attract external resources by way of bids to external agencies to fund and staff these initiatives, and respond to crime and disorder related issues on a day to day basis.

The Community Safety Team covers Drug and Alcohol Action Team (Drugs Intervention Project (DIP), Alcohol, Young People's Drugs, and Adult Drugs), Emergency Planning, Quality Auditors, the Patroller Service, and the Crime Reduction Team (Burglary, Vehicle Crime, Criminal Damage, Violent Crime, CCTV, and Community Cohesion).

Lisa Lees - Head of Community Safety

Lisa is the strategic lead for the whole of Community Safety Services for the Council.  She supports and assists the Tameside Drug and Alcohol Action Team in implementing the national strategy on drug misuse and plays a lead role in the formulation and implementation of action plans to tackle drug and alcohol misuse in the Borough of Tameside. Lisa also covers Emergency Planning, the Patrollers, anti-social behaviour, burglary reduction, and consultation and development, as well as ensuring that the borough's Crime and Disorder Reduction Strategy 888.92 KB   is produced, implemented, and reviewed on a regular basis.

Ruth Greenwood - Community Safety Policy Advisor

Ruth provides support to the Head of Community Safety in the management and development of key crime reduction and regeneration strategies aimed at tackling crime and disorder and substance misuse.

Ruth also facilitates the various Policy Action Teams to enable closer association between strategic and local delivery working, ensuring that local action is delivered on the ground. She oversees the monitoring of performance overall for the Crime and Disorder Reduction Partnership (CDRP) and leads on communications for the Partnership.

Other areas of work include ensuring that the Authority meets the obligations of the Crime and Disorder Act 1998, aiding in the development, implementation and monitoring of Crime and Disorder policies, supporting the Head of Community Safety in resource procurement, and research into best practice and current legislation as well as overseeing the budget for areas of work for which she has responsibility.

Tracey Austin - Violent Crime, Domestic Abuse & Sexual Offences Co-ordinator

Tracey leads on the Crime and Disorder Reduction Partnership’s approach to tackling violent crime and sexual offences. She works with other agencies such as the Police, Fire and Rescue, Licensing, Tameside General Hospital and the Tameside Women’s Project.

Tracey also encourages local services to share information in order to obtain an accurate picture of domestic abuse in Tameside and in some cases to assess risks to individuals. She works closely with the Alcohol Lead around the promotion of safer drinking messages, provides a strategic link for the Council with the Tameside Women’s Project, supporting the project with applications for funding, and facilitates the operation of the Tameside Domestic Violence Forum and oversees its budget. Sourcing funding is an important aspect of the work. She is currently leading on the Crime and Disorder Reduction Partnership’s response to tackling rape and sexual assault.

Shonagh Camacho - Alcohol Lead

Shonagh is responsible for ensuring the Crime and Disorder Reduction Partnership meets the objectives of the National Alcohol Harm Reduction Strategy and is the strategic point of contact for policies around alcohol misuse for the council, liaising with treatment and enforcement agencies. She works closely alongside Greater Manchester Police, Primary Crime Trust, Licensing, Trading Standards, Treatment Agencies, Education and Licensees to reduce alcohol related crime, increase alcohol treatment opportunities and develop alcohol safety awareness campaigns and education.

She leads on the coordination and implementation of the local alcohol strategy and action plan. Key to this is the production and implementation of the annual alcohol action plan which links closely to other areas of community safety such as anti-social behaviour and violent crime strategies and action plans.

Shonagh also represents the council at the GM Alcohol Co-ordinator’s Group and other regional forums.

Ann Noi – Substance Misuse Lead

Ann is the strategic point of contact for drugs services and agencies for the council, liaising with treatment services such as the Alcohol & Drugs Service, Pennine Care and other statutory and voluntary agencies. She is the lead on the joint commissioning of substance misuse services for the Borough and responsible for project development in relation to substance misuse, such as the Tameside Abstinence Service.

Ann is in charge of performance monitoring for the Drugs & Alcohol Action Team and is the formal link with the National Treatment Agency and Home Office

Haje Rakhman – Young People’s Drugs and Community Cohesion Co-ordinator

Haje is the Young People’s Substance Misuse lead, responsible for coordinating and monitoring the young people’s Substance Misuse Service in Tameside and Glossop. He works closely with Branching out, the young people’s Substance Misuse Service, and other Young People’s services in delivering the Young People’s Substance Misuse treatment plan, which aims to reduce and prevent the use of alcohol and drugs in Tameside and Glossop.

Haje also leads on the community cohesion agenda for Community Safety and provides a formal link with Cultural & Customer Service and Tameside Race Equality Council. He works with local agencies including Greater Manchester Police to improve confidence in reporting all Hate Crimes as well as with local community leaders. His responsibilities also include monitoring the Council’s procedures for recording and dealing with reports of hate crime.

Paula Field – Anti-Social Behaviour Manager

Paula provides support and service to the Tameside Crime and Disorder Reduction Partnership in the promotion, development, implementation, monitoring and review of the strategy for tackling anti-social behaviour in Tameside, in accordance with the Crime and Disorder Act 1998. She is responsible for the development and implementation of the Anti-Social Behaviour Strategy and ensuring the document is legally accurate and fits with other local and national strategies such as Every Child Matters and the Respect Agenda.

She is the manager of the Anti-Social Behaviour Team, which consists of geographically focussed caseworkers and police officers seconded into the unit, and overseas the staged approach to tackling anti-social behaviour.

Julie Stringer - Community Safety Officer

Julie is the Project Officer for Alley-Gating. 'Alley-Gating' is a very simple crime prevention measure which involves erecting steel, self-locking gates at the ends of alleyways and passages that are the responsibility of the homeowners who live around them. Advantages of the scheme include reduced burglaries and opportunities for youths to cause annoyance, fewer problems of dog fouling by stray dogs, safer play areas for children, and improved community spirit giving a sense of ownership of the alleys.

Debbie Murray - Community Safety Officer

Debbie is responsible for the delivery of the Distraction Burglary Project. Objectives of the scheme are to reduce burglary levels in the target areas, reduce the incidence of households becoming repeat victims of burglary, reduce levels of fear of crime, build community capacity for crime prevention, and encourage households to effect security improvements. Security improvements include the ‘Identislot’, door viewers, property marking kits, door bars and more. This element of her role also involves community presentations with older/vulnerable people in conjunction with Trading Standards advising people about how they can minimise the risk of becoming a victim of doorstep crime. Another element is the administration of the early-warning network where notification is given to front line staff from across the Borough (District Nurses, Health Workers, RSLs, Fire Officers, etc) where an actual or suspicious incident has occurred such as with a bogus official.

Mike Rhodes – CCTV Co-ordinator

Mike leads on the development and maintenance of the council’s CCTV system and strategy for the Borough, being responsible for the day-to-day management and the future development of the systems.

He also advises outside agencies and other council departments about CCTV and ensures that all legislation governing surveillance is adhered to.

Susan Towey - Emergency Planning Officer

Susan is the Principal Emergency Planning Officer. Her primary responsibility is to ensure that the Council has a robust and resilient Major Emergency Plan 945.99 KB . This is to enable Tameside Council to respond promptly and appropriately to any major incident which occurs within or impacts the Borough, dealing with a range of emergencies such as floods, chemical leaks and gas explosions through to comparatively minor incidents.

Susan also co-ordinates the planning, training and exercises of many agencies who have a role to play in an emergency, ensuring that there will be a co-ordinated and efficient response in the event of an emergency. She also ensures that senior members of staff and elected members are kept up to date with legislation and associated responsibilities such as under the Civil Contingencies Act.

Dean Hall - Community Safety/Emergency Planning Officer

Dean's responsibilities include supporting the work of the Tameside Crime and Disorder Reduction Partnership through the development and implementation of a Communications Strategy. Dean maintains the effective links with all council services, partner agencies, the general public to ensure that there is adequate publicity for the work of the Partnership in tackling crime and disorder. Dean also supports the work in relation to Emergency Planning, ensuring Tameside meets the statutory requirements of the Civil Contingencies Act.
